When property is sold, all owners of said property must make restitution or provide for payment to the exchanging owners of due, overdue, or overpayment of charges without the active interest of Carroll County Environmental Services. The Carroll County Environmental Services will not refund, final bill, or prorate charges. New owners are responsible for all back charges on their said new property whether or not they were the owner at the time charges or penalties that were incurred to avoid further penalties on the account.
Once we are contacted, we will verify the property transfer via the Carroll County Recorder's website along with the Carroll County Auditor's website. The name listed as the property owner on the Carroll County Auditor's website is who Carroll County Environmental Services must list as the owner.
Carroll County Environmental Services does not handle Land Contract sales. The billing must remain in the name listed as the property owner on the Carroll County Auditor's website. The sewer charges stay with the parcel not the occupant. Therefore, the property owner is ultimately responsible for the sewer charges which includes all delinquencies. We cannot complete a property transfer until the property shows in your name. It is up to the property owner and buyer to work out the billing.
We will not complete a transfer of property unless we are contacted, so please be sure to contact us prior to the sale or purchase to avoid any penalties or delay in billing.
